Ibanez RG1570 is a great fast guitar, especially if you swap out the pickups. I think they're about $700 now. ESP LTD Dave Mustaine and Laiho models are really nice too and in your price range. Schecter also makes some really nice guitars in your budget, check out the h*ll raiser and Blackjack ATX series.

MARSHALL JMP800
Play it LOUD

You might want to think about adding a Bit of Reverb & a Bit of Delay and a Light Compressor, But all things being equal, If you want That Metallica Kinda thump, you gotta go JMP800 Marshall and a FULL stack loaded with Celestion Greenbacks........
Since the 800 is no longer made, you could go for the 2466 vintage modern head

1 other to try would be Mesa Boogie.........it'll reach a bit more towards THRASH than the Marshall........They are both good amp companies. The Vintage Modern is Probobly more versatile and Straight up cord only OR adding a Pedal can take you from Yardbirds & Cream to Savatage & Nightwatch
If you want to go with a RACK system I'd say go Mesa Boogie.............For a HEAD CAB I'd lean to the Marshall......BUT,  Thats ME

Oh yea...for a Guitar, you dont have to spend a Gazillion..........All things being equal a 300-800.00 Ibanez RG or Soloist...You WILL need the 25.5 scale model though so be sure its got  it.
If you want to spend more you can............for 800.00 you can buy a Gibson Les Paul Studio....No way you'll ever LOSE money on it being a gbson

So I've played guitar on and off for the past few years.  I'm back at it, and have some cash, so I figured I'd start strong with some good gear.

I hate all that punk-ass, I'm a sissy, bitch emo sh*t sounding sh*t that so many bands have nowadays, and want a true man's sound.  I need metal!!!

I want the raw power that metallica unleashed in their "And Justice for All" album, or perhaps the craziness of Children of Bodom in their distinct sounding screaming solos.

I'm not sure if the pedal does this, or the guitar, and since I"m not a gear guy I have no idea, so please point me in the right direction.

I have a few thousand to throw around, but nothing too much where I could buy their actual equipment.  So please tell me something reasonable, and as cheap as possible (if the guitar can sound awesome at $1000, don't have me spend 4 grand for nothing)

Peace out, let me know!
